If it's discussed beforehand and is a thing that the sleeping/receiving partner has actually said they'd like, then it's ok, because they've given consent.
If it hasn't been discussed before and the awake/active partner just goes for it, or if they've discussed it and the sleeping one says they don't want it but the awake one thinks "they'll change their mind once I'm doing it," then yeah, that actually can be classed as assault.
