You cant really give rule of thumb answers on these things as it varies so much depending on which city, how hot or cold it is, , how many kids, what sort of car you need etc. And what state you are in, some states cost way more for power than others.

If you gave some specifics, eg which area, how many kids, that might help.

Agreed. In sunny Brisbane my electricity bill is much smaller than relatives in cold ACT each winter. Our bill is cheaper as a family of 4 in Qld than as a couple in ACT due to how cold it gets there. To compare might not give an accurate comparison for you as climate really influences it.
Also as a renter some of these bills that you mention are not bills that I pay. Household repairs/maintenance and house insurance are covered by the owner.

Ok that makes sense.
Basically nothing is non negatiable because costs keep going up. Usage goes up, prices go up. Nothing is cheap anymore.
