So if stock levels are getting back to normal and limits have been placed on items, why are the shelves still empty of household disinfectant products?

What were people cleaning their houses with before this or were they not cleaning at all?

People are still stockpiling. Instead of buying disinfectant as they need it they are buying it as soon as it hits the shelves. Don’t know about you, but I clean weekly and probably buy a bottle a month and replace when I’m getting low. Or it’s on special .

Yes but I could buy one bottle every day this week and I wouldn’t be exceeding the limits. But I would be buying far more than I normally would.

Also, production has not yet meant demand which is another reason for low stock
