6 years ago my co workers daughter who was in a foster home told police she was sexually assaulted by her foster brother and police didnt tell the man he was accused

Can the girl have the case opened ?
She was 13 and he was 23

Sometimes when kids report sexual abuse they don't go to court if they think the child won't be able to recall the exact same story over and over. If there is even a slight variation to their story the defence lawyer will argue reasonable doubt. Police would rather the child grow up understand the process and be "tough" enough not to break, as they can only take these creeps to court once.but there are no limitations on how long a report can be made against someone so there's often a better chance for conviction when the person is older, especially if there is no physical evidence. Things are getting better now though.

She definitely needs to report it. She can call the sexual assault unit at her local police station

Well she needs to go from one police station to another until they listen. Specifically ask for sexual assault unit.

Police would have to lodge it with child protection too. It's mandatory reporting

So no investigation was done at all? Seems strange. She should report it however it will be he said she said.
