Does family always come first ?

My partners sister is 35 and has a mild Intelectual disability and she has a mind of a young child and she wants to move in with us
She eats with her mouth open and spit comes out
Her hygiene is appaling

Sometimes I wonder if you have a mild intellectual disability then I think that's probably unfair to the intellectually impaired.
You are just semi illiterate and bored.

No, even if she was "normal" no way my sister in law would move in

I would not take that on. It will almost certainly create stress. And it will probably turn into a lifetime commitment as she is unlikely to move out again if she gets looked after well.
I have seen peoples lives destroyed by being expected to look after a disabled sibling by their parents, after the parents died.
