Is it OK for a 12 year old to use hair removal cream?

My daughter is ready to remove her leg hair, she's been wearing pants to school for months because she doesn't want to shave them and doesn't want to have them waxed either. She wants IPL.. lol.. but I don't think you can get it so young, she's asked now if she can use hair removal cream but will that be really bad for her skin using it often? Thoughts please?

My 12yo uses an electric shaver which works well for her. I remember the cuts and scrapes using the old blue Schick razors. Ouch

Can you get her an electric shaver.

I'd shave over hair removal cream. Is there a reason she doesn't want to shave?
