Change the junk mail filters to accept only emails from people you know. If it still comes to your inbox then someone has been contacting that site through your email and they are a recognised/non junk email.

What's the site/s in question? We might be able to better gauge if they're spam or legit.

It depends. Some will sign you up if you have visited that site or a sister site in the fineprint. Other junk emails can pop up without needing to visit any place first. Honestly I wouldn't confront your hubby on this as it could be innocent and will just seem like you don't trust him.

It really depends what site. Some spam emails come up looking like you've signed up, but it's probably just a scam to get paranoid wives to lose their minds
