My grandparents eloped in 1950 - they asked two people from the street to witness it! This was Scotland, don’t know what the laws are here but do know you must do paperwork one month ahead.(aus)

Work colleagues, Sue from the local bakery that’s known you for years but has no connection with your family. Bob the butcher and his wife Gail 🤷🏻‍♀️ Good luck

Where are you having the ceremony? If it's at a hotel or something you could ask random people or a couple of staff members.

You have to get married at a registry office. And they will have witnesses form you. Before you get married you have to submit your intent to marry form one month and one day before so ask then. Or if you have a ceremony with a celebrant this is question you ask when you have your meeting.

I have a celebrant organised, it's not at a registry office wedding as i don't live close by, but she said two witnesses and she can't supply them, and I'm not using a photographer.
