Hard to find information on a underdeveloped scrotum

My 3 yr old has an under developed scrotum (there is no room for his testicles to drop into it).  We are waiting on an appt for a follow up in the hope it has grown - but it has not... I'm concerned his scrotum won't get larger when he grows older. I suspect he will need some sort of enlargement surgery. I am having trouble finding any info on this as all posts relate to undescended testes but not an under developed scrotum.  Has anyone else had this with their child?

Had 1 consultation already when lo was 6 months but due to age no surgery was done, app very complicated back then to expand it.

My son has one testicle that sits higher and my doctor said it can resolve itself even up to the age of 6 so wait til then before getting worried. I’m not really sure if this is ok, or if his just isn’t ‘that bad’ she isn’t that worried.

This happened to my husband, and it wasn't picked up until he was much older like 13... He had surgery and it was brought down. When you feel his scrotum, one is much smaller than the other. It has not affected his fertility. He does have a low sex drive though, im not sure if that is connected or not.
They botched the stitches though, so you can feel hard scar tissue.

They don't do anything until the baby is at least 6 months as surgery on such a young baby has risks
